Development and the present situation of the world trade market have proved that international standard is good to the improvement of trade and service quality, as well as the promotion of environment protection and organizational performance. Therefore, establishment, authentication and continuous operation of international management system, such as ISO9001, ISO14001 and OHSAS18001, have become the important means and logo for modern enterprise to improve management efficiency and level, enhance the enterprise competition ability and promote the social image and the comprehensive competitiveness, as well as sustainable development ability.The important topic to be firstly solved for new-built enterprise is how to adapt to the development trend, construct international management system and reach the expected effect with relatively less cost in short period of time. Seeing from the development trend of international quality, environment, occupational health and safety management system, some domestic and oversea enterprises have tried to explore the integrated management system. Furthermore, the ISO also approves that establishing and implementing the integrated management system is an inevitable trend in the development of management system in future.This thesis has analyzed the feasibility, mode and method for constructing the integrated system according to the research on development situation of integrated system construction at home and abroad, as well as the basic theory. In addition, this thesis also has proposed a suitable integrated system framework and the construction scheme for SHU Company in accordance with its actual situation and presented specific implementation steps. Through the research process of the management system construction in SHU Company, it is improved that effective operation of the quality, environment and occupational health and safety integrated management system could ensure that the company has the ability to stably provide satisfying and requested products by relevant laws and regulations. It is to maximally satisfy the customers and related requirements, enhance satisfaction of customers and related parties via continuous improvement, provide others in the same industry ( Metallurgical enterprises), small to medium foreign-owned enterprise with good reference for the construction of international management system and put forward practical ideas and methods for management system integration.
