Banking, securities and insurance industry, saying the three financial system, in which the insurance industry , as a pooling of risks, is the most special one in the financial industry. As one of the financial system, it has the role of intermediation of funds. At the same time, as the concentration of social risk, it also has the duty to manage those risks, and it is also an important complement to social insurance. Therefore, once the insurance industry has some problems will not only affect the stability of the financial system, but also affect the stability of social life. The fast, health and stable development of the insurance industry is inseparable from the regulatory system of the insurance industry. As we all know, a perfect regulatory system could provide a good environment for the development of the insurance industry.Chinese insurance industry has a shorter development, and the real starting time of the insurance industry is the late seventies when the insurance industry re-started. Thus, Chinese insurance regulatory system, has so many problems. The legal system to regulate is not perfect, the regulatory system of the Regulators is incomplete and the slow development of the self-regulatory organizations are all the problems of Chinese insurance regulatory system. From the whole world we can find that, developed countries'insurance regulatory system is much more perfect than developing countries'. So Chinese insurance regulators could learn from and draw on their experience and lessons. In order to open ideas for the reform of the Chinese insurance regulatory, this paper has described the status quo and the characteristics of the insurance regulation of United States, Britain, Japan and other developed countries.This passage has described from the shallower to the deeper. The second chapter has described the general theory of insurance supervision, including the conception of the insurance regulatory system, the purpose of the insurance regulatory and the meaning of the insurance regulatory system. Chapter III has introduced the status quo and the characteristics of the insurance regulation of the United States, Britain, Japan and other developed countries,from the aspects of the legal system of the insurance supervision, insurance regulators and self-regulatory organization, to further interpretate of the theory of insurance supervision. Chapter IV provides details on the status of China's insurance regulatory system, from the aspects of regulatory law, market regulation, solvency regulation, corporate governance, market information disclosure, and the insurance industry self-regulation system, to show the shortcomings of China's insurance regulatory. Chapter V has provided the solutions to the problems of China's insurance regulatory system.
