Basing on the background of the nationwide co-ordination, it plays a significant in establishing a matching management system and a national settlement centre of the endowment insurance. When the individuals transfer from working place to residence after retired, the national social insurance settlement centre will accumulate and summarize with all relevant funds. Then the final funds will be transferred to the social security institution where retired located. The social security institution where retired citizens do the end of the business should undertake the ultimate responsibility.This article regards the national co-ordination of the basic endowment insurance as research background, and will establish a nationwide social insurance settlement centre of selection as the core of the research. By analyzing two aspects about the difficulty of basic social insurance transferring and the drawbacks in the existing settlement centre and then turn to comparative study of the operating mode of social insurance settlement centre in provincial and municipal level and many other existing problems, and believe that'these are the barriers to implement the nationwide co-ordination of the basic endowment insurance. Therefore, it's necessary to propose the establishment of a national social insurance settlement center, consider information platform on national network and a serious of effective personnel management approaches as two pre-conditions. We can learn from Shaanxi province vertical management model with unified center name and unified billing. We should constantly strengthen to expand the collection and payment of basic endowment insurance and take its own budget system to ensure the balance of payments and settlement work smoothly.
