With the scientific outlook on development to guide China's economic construction, vigorously develop the circular economy in the whole society to promote green production and consumption of civilization and form beneficial to low-input, high output, less sewage, improve the corresponding laws and regulations, building a conservation-oriented society is the solution. To achieve permanent harmony between man and nature, we must follow the saving and low consumption, high efficiency and resource recovery, cleaning of the cycle of economic development strategy. Break with the old model of scientific development concept, using high technology to achieve "energy resource substitution," can only be guaranteed for sustainable development.
