As the 3G era,with the use of 3G technology for the telecommunications industry has brought a boundless energy. At the same time, with the rapid development of microelectronics and photoelectron technologies,the development of computer has come into the mobile age. Mobile computing system represented by personal digital assistant (PDA) products has been used widely. It is one of the main tendency for mobile users to operate computers when moving,connect to the network anytime and anywhere in different ways. In this paper, starting from the actual production,combined with the automatic activation of the existing telecommunications system,based on the embedded calculation,mobile computing and network security technology,the use of personal digital assistants,research-oriented mobile terminal configuration of the integrated services platform for the design and realization.First of all,Configuration based on a comprehensive business platform for the composition,positioning and function of demand, combined with the characteristics of mobile terminal,an analysis of integrated services platform in the mobile terminal to configure the application,design a PDA-ISPP development environment, classification and the overall system architecture, and PC-ISPP with PDA-ISPP to the similarities and differences between the comparison points.Second, integrated services platform in accordance with the configuration of the design goals and principles of the overall system and development framework for the detailed design process;ISPP for the core data model, an analysis of core data attribution and life-cycle, the system database to be split into single-workers, business to open the database and how to establish the synchronization between two database design;For mobile terminal application security issues, put forward by the DCN network, Ipsec VPN user name and password check security architecture consisting of three; Based on Weighted Least Connection Scheduling,the paper implemented balancing load on port in switch,by using of it,can quickly process sheet; Carefully design the user interface.Third, In accordance with the above design work to achieve the opening of a single split and the establishment of the database business, as well as all the functional modules:the server (PC-ISPP) functional module:core attemper module,MD module, give an alarm disposal and data synchronization;the client (PDA-ISPP) functional module:system management module,server provisioning interface corresponding adapter module,XML parse module,batch sheet disposal module, server provisioning interface insert database module, server provisioning interface control module.At last,carried out on system performance evaluation, theoretical analysis and the actual use show that the design and implementation of telecommunications systems to meet the needs of day-to-day actual production.
