With the high rapid development of modernization, the more the number of high dams and large reservoirs is, the larger the demand of modernization, intelligence and informationization of dams monitoring is. All the modern technical means and electronic information resources is provided and serviced to monitoring of the dam. One of these modern technologies, speech synthesis technology is an important symbol to a new generation of intelligent applications. It provides us with near-natural language man-machine communication, could make up for automated monitoring of the site less than forecast. This paper for the speech synthesis technology in dam monitoring system makes in-depth study, achieves monitoring and analysis in dam operational status, and realizes accurate forecasting.This paper makes an intensive study of waveform splicing Pitch Synchronous Overlap Add algorithm (PSOLA).In the large corpus of Chinese text to speech conversion system, on the basis of apperceiving the parameters of the perceptual linear prediction coefficients (PLP), automatic segmentation technology, to improve the accuracy of syllable boundaries, influences the quality of the final synthesis.Dam Monitoring project adopted a 8-bit ATMEGAL128 for the control CPU, combined with voice control module, speech synthesis modules and voice storage module, applied the speech synthesis technology, It used in board-level monitoring system for forecasting the dam section, to achieve speech synthesis to obtain relatively satisfied with the synthesized voice.The results showed that voice synthesis technology warning system based on automatic segmentation PSOLA could be well integrated into the existing dam monitoring system to achieve the dam warning function. In this topics, the voice of synthesis is simple algorithm, better voice quality, convenient use, engineering easy and strong practicability. It can be well applied to dam safety monitoring.
