Currently GSM telecommunications network has gradually matured, the focus of network development has gradually shifted from the city to rural areas, with the GSM network coverage in rural areas in the last two years, the coverage of 3G networks in the rural areas remains low level for a long time. The rural network in a long time still dominated GSM network. GSM network in rural areas during the transition to 3G networks, whether GSM base stations in rural areas need new or not, how about the investment of new base station, all this depends on the economic life of base station, recovery period project evaluation and analysis, this paper research will be achieved by software programming of the GSM network base station construction in rural areas and detailed analysis for the payback period. Comparison by the chart in the form of intuitive response to different circumstances, different payback period will guide the construction of rural GSM network base station and effectively avoids investment risks.This paper describes the system development and application for payback period of GSM network base station construction in rural areas, summed up the experience of the development process and improves the future direction of the system. Followed the software engineering methods, the system uses the Visual C+ +6.0 and Matlab7 as development tools.There are 7 sections of the paper. Chapter One Introduction, Chapter Two Fundament, Chapters Three Demand Analysis, Chapter Four Outline Design, Chapter Five Detailed Design, Chapter Six Solving key issues and Code implementation, Chapter Seven Conclusion. This paper discusses the entire software development process in detail, including the background of topics, software demand analysis, outline design, detailed design, and focuses on the key technologies of software applications.
