As the economic globalization and political multipolarization develop, among a variety of cultures presents the tendency of communication, conflict, and blending. Multicultural impacts the main stream ideology in our country, influences the formation and development of contemporary university students' views of life, value, and world and the realization of the goal of university moral education. Under such background, domestic scholars probed into material, spiritual, and virtual level of moral environment mostly from its new changes and influence, and gained certain theoretical research achievement. At present, the scientific outlook on development is the basic principle which is essentially followed by our economic social development. It also leads the construction of university moral education. In order to be close to life, to practicality, and to students, conform to the own law of moral environmental development and form such huge moral educational system of human-oriented, comprehensive, coordinated and sustainable development leaded by scientific outlook on development, how to build up university moral environment, is not only the problem which is absolutely imperative to be solved by its work theory and practice, but also the research direction of this thesis.The starting point of this paper is the basic Marxist theory and method. In the first chapter, by discussing the scientific development concept and the general concept of university moral education environment, the content reveals the intrinsic link between the moral education environment and the scientific outlook of development. Second, in the sight of Comparative Study of Moral Education, the paper describes moral environment of the theoretical basis and practical basis, based on the representative point of moral education environment at home and abroad.Meanwhile, in the of view of the theoretical and practical point, the construction of moral education environment in the university are discussed in detail theoretical and practical significance. In the third chapter, the content reflects the opportunities and challenges more accurately and objectively which the construction of moral education environment of the university is facing, by investigation and analysis of data. In the fourth chapter, in the scope of the theory of scientific development, the content follows the principles untied which includes direction and scientific, hierarchical and systematic, times and historical, efforts to foster people-oriented view of the great moral, builds a comprehensive and coordinated development of the Great Moral Education Network. Meanwhile, in line with the principle of inheritance and beyond, Construction of moral education environment request to reinforce the culture environment in campus, and gradually form a sustainable development concept of moral education environment.
