In the process of credit card business, risk-control is an eternal topic. This is not only because of in the development process Credit card industry is always accompanied by risk which need to establish a sound security mechanisms to avoid, but also because of credit card as a credit for the public consumption of tools has always been vital to the country's economic interests and financial security. Therefore, from a legal point of view to avoid, offset the risk of credit card business has become necessary to study the issue.This paper introduces an overview of the development of China's credit card business credit card business, and the risks and the legislative status quo. Credit card profile describes the characteristics of the major and briefly describes the history of the introduction and development of China's credit card industry. Credit card business risks can be divided into operations risk, credit risk and fraud risk. Present, China's legislative system, mainly from civil, criminal, credit card special management standards, banking fundamental regulatory laws and other legal norms regulating credit card business.In this article, we focus on analyzing the risk of loss of control of China's credit card business, followed by the United States, Japan, and its credit card business in the development of the legal system as a reference coordinate. That bank credit card operation rules loopholes in credit system is imperfect, against the laws regulating the credit card business strength weakness and so on. Finally, in summing up, based on earlier, this paper presents a sound risk-control system of China's credit card business proposal. This includes the establishment of unified and standardized mechanism for the credit card business operations; improve the credit system, ultimately improving the legislative system of credit cards.
