The main purpose of this study is to explore the necessity and feasibility of assessment center used in the selection of the local reserve cadres, has designed the post competency model and indicators system accordingly. In view of the topic characteristic, this study has mainly used systematic analytic approach, comparative analytic approach, questionnaire survey, determine the nature and quantitative analysis unified method, etc. at research approach.First, this study begins from theoretical research, systematically and uniquely elaborated the basic theory of assessment center, and conducted a comparative study to the development of assessment center both in home and abroad, which identified the gaps, predicted its development trend and provided some enlightenments for its future development in China as well.Next, from a practical point of view, this study elaborated the generation and development of the local reserve cadres system, the significances, principles and procedures of selection of current local reserve cadres, and pointed out in detail the existing problems in local reserve cadres'actual selection, also, stated the selection status of reserve cadres in Hebei Province.Finally, to solve the above problems, this study tried to use assessment center in local reserve cadres'selection. For this purpose, this study has established the assessment system of the local reserve cadres'selection, and designed a set of assessing indicators system which applied in selection of reserve cadres in the Animal Husbandry Bureau of Qinhuangdao City(AHBQ) on the basis of constructing the competency model of target post. With this indicators system, we could improve the existing selection mechanism and ensure the local reserve cadres'selection more scientific and effective than traditional practices.The innovative points of this study lie in constructing a competency model of the local reserve cadres through post analysing and designing a set of assessing indicators system used in selection of local reserve cadres, in addition, weighing the indicators with Analytic Hierarchy process(AHP) and testing the indicator's reliability and validity with Cronbach's a coefficient and content validity and construct validity, finally proving that the indicators are with high reliability and validity.
