| With the development of reform of the administrative system, the study on administrative divisions that concern stability of political power,national unity,economic development, development and use of resources, environmental renovation, administrative management efficiency and people's lives is get hot again.In this paper, analyzing administrative divisions in the view of ecology leads a new way of studying on administrative divisions for us. By analyzing the relation between administrative divisions and its environment, we can find the key to influence administrative divisions system. The thesis generalizes ecological dimension of administrative divisions that includes the basic factors of administrative divisions, ecological characters of administrative divisions, operation mechanism of administrative divisions.According to Regg's view of administrative system in transitional society, there are some"ecological"problems in our current administrative divisions. In order to meet the need of reform of the administrative system and achieve the goal of coordinated development of the economic society, we should structure ecological pattern of administrative divisions at once. This pattern must be realized by combining the countries and towns, enlarging the scope of the counties, adjusting the precinct of provinces, abolishing the prefecture-level cities, syncretizing development priority zone and ecological administrative divisions. According to the development priority zone plan in our country, this paper suggests that combine principles of environment protection with administrative divisions and bring forward a new concept of"ecological administrative divisions". The concept will integrate and optimize the effects of administrative divisions on politics, economy, society, environmental protection. That will promote the development of economic society in a coordinated and healthy way. |
