Facing the profound situation changes of the world, our country and the Party; the hardship, complexity and arduousness in the reform and opening up and socialist modernization construction; requirements of the maintenance and ensurance of the vital interests of the people; the 17th National Congress of the CPC and the fourth and the fifth plenum of the 17th CPC Central Committee put forward that comprehensively improving leading cadres'quality, deepening the reform of the cadre system and promoting socialist modernization have important and profound significance in realizing the great revival of the Chinese nation.At present, the quality of the most leading cadre is generally good and reliable. However, according to lots of cases in recent years, from the perspective of the number, duty and nature of leading cadres'crimes, it is a real shock. From the provincial level down to the county, leading cadres at different levels have different criminal motives and means. But the common characteristics of crimes, which are precisely similar, are that leading cadres do not pay attention to learning knowledge and improving quality and do not subject to supervision and discipline. Therefore, to strengthen the research of leading cadres'construction is to identify the crux of the problem and make symptomatic treatment, and then sum up the general law in the quality construction of leading cadres. The purpose is to perfect the mechanism of leading cadres and improve the quality.The paper bases on the leadership science. By theory combining with actual practice, extensive investigation and research and sift induction, it tries hard to form its feature. Beginning from basic problems that exist in improving quality construction of leading cadre, it answers what leading cadres quality is. According to the current Chinese characteristics socialistic modernization, theoretical system construction, the Party's historical mission, the status and role of leading cadre quality construction, it answers the significance of quality construction. Namely, it answers why we should improve leading cadres'quality. On the basis of reference to the research achievements at home and abroad, this paper presents ten aspects on construction of leading cadre quality. By case analysis, it explores general problems and the main reasons about leading cadre quality construction.
