| As an important natural resource, forest is essential to human development and has extreme -ly important meanings to sustainable development of socio-economic. In recent years, as climate warming and human factors, forest is frequently fired, and has become the most serious crimes against forest resources and has brought huge losses to the country and the people's lives and pro perty. How to predict the forest fires accurately, prevent the forest fires efficiently, fight against the forest fires quickly, and reduce the losses of a forest caused by forest fires to a minimum level fire are the work focus of the forests prevention staff. Under the national "Forestry six major pro -jects", the municipal forest fire prevention work in China has also move into informationization and technologies , many new technologies and research results have been successively applied to forest fire prevention work, however, in the process of using, as the blind pursuit of high-tech and information technology, this resulted to a tremendous waste of resources and showed many defici -encies of performance, for example, real -time monitoring is difficult, the fire point positioning accuracy is low, emergency response is slow, saving decision-making is not rational and can not give full play to advantages of GPS positioning and so on. Therefore, at this stage, from the forest fire prevention work in the field demand, scientific planning and rational design the information system of fire prevention with the efficiency and integrity will have important significance.This article first introduces information technology status of the forest fire prevention work at home and abroad, current problems and the new technologies and new theories, second made the needs analysis and the overall design of forest fire prevention information system, including application requirements analysis, functional requirements analysis, data needs analysis, technology roadmap, system design objectives, system design principles, system architecture design, system function design, and then based on the above work, carried out the functional structure modeling design, the relative function models research, and database design, then, under the Visual Studio2005 platform, mainly used the C # language, ArcEngine component library, SQL2005 databases, made the study and design of plug-in application framework and the implementation function of plug-in. At last, the system had been applied in a city forest fire prevention department of Jiangxi province; the application results show that GIS-based forest fire information system already had a fire prevention video surveillance, fire insurance rating prediction, post-disaster damage assessment, the recent search facilities, and other functions. |
