The development of Dezhou and LiJiaAn irrigation area is intertwined with each other, which can be concluded from the thirty-year history of the two irrigation area. Without the irrigation project of LiJiaAn, the total development of Dezhou would be affected and its tempo would slow down. However the water resource of environment is limited in this area and at the same time the requirement of water for industry and daily life is increasing. In order to solve this problem, the domestic government has to promote water-saving construction and related projects. In this way, we can ensure the sustainable development of this area.This study is trying to prove that the plan for water-saving construction and related projects are feasible by deep analysis of water resource, technology, society and economy aspects. And after compare and analysis of different schemes, we have reached a feasible blue print. Then we study the budget, profit and environmental effect of the plan, proving that the water-saving construction and related projects will make higher use of Yellow River water, reduce irrigation loss, and ease the water conflict between requirement and supply. Finally this project will benefit the social and economic development and promote the sustainable agriculture of this area.
