Qinghai-Xizang Plateau is the most peculiar geographical unit in china. High altitude is it's main characteristic, which leads to high frigid environment there.Frigid environment makes Qinghai-Xizang Plateau into a vulnerability environment It also makes Man-earth relationship there into a sensitive factor. There any irreasonable land use may cause environment degeneration.Haibei Zangzu autonomous prefecture lies in Northeast part of Qinghai-Xizang plateau. Though rich in mineral resource, water resource, energy resources and good regional situation. Vulnerability Environment still is a huge obstacle to keep Haibei from sustainable exploiting. How extent can Haibei bears what human beings bring about as they exploit it.According to evaluation of extent of land use, land potential productivity and land capacity for carrying population, the dissertation mainly disclose the extent,which Haibei can bear future large-scale exploit, Enter and garrison of large-scale population following it. In the whole evaluating course, GIS is taken as a main technical method to support the work. The dissertation contains of five parts:Section one: Present nature-ecology and developmental level of social-economy of Haibei zangzu autonomous prefecture. Conclusion is that nature condition of Haibei is rigid and it's developmental level of social economy is low Section two: Introduction to evaluation of land use,calculation of land potential productivity land capacity for carrying population and GIs. Design procedure diagram for evaluation of land use and land potential productivity which are supported by GIS.Section three: Analysis of result of evaluation of land use. In short, there are short of land suitable for. farming in Haibei land resources. Many irreasonable land use methods still are found in present land use in Haibei.Section four: Analysis of result of calculation of land potential productivity The average land potential productivity in Haibei is 4l6.93kg per mu. The value is inferior to the average value of the whole Qinghai-Xizang Plateau. Based on it, the result of land capacity for carrying population reflects that the extent of Haibei's land capacity for carrying population is much low It is easy for any irrational land use method to lead to degradation of environment.Section five: Putting forward some advises on basis of aiming to reasonable land capacity for carrying population.
