Land is the basic resources of agricultural production. In order to to know about the cultivated land resource situation of our country, we formulate reasonable measures of cultivated land production, and improve the utilization efficiency of cultivated land resources. It has the vital significance with scientific evaluation index of the cultivated land fertility quantification.. In this study, agricultural farming systems in accordance with the National Division and combination of the actual situation of Liaoning Province, Liaoning Province will be divided into Liaodong mountainous hilly areas, the central plains area, western Liaoning hilly region of three types of areas of arable land. And select the Liaodong mountainous and hilly region of western Liaoning Donggang Linghai hilly areas, the two typical city evaluation of arable soil.Soil fertility of arable land using the traditional evaluation of soil nutrient status of the investigation and"3S"technology a combination of methods, applications development based on the Arcmap secondary CLRMIS (County Land Resources Management Information System) for evaluation of arable soil, according to the cumulative frequency curve into arable soil level. Dawa county choose the effective merchant, alkali-hydro nitrogen, phosphorus, potassium, effective and efficient organic material, drainage capacity, pH, irrigation assurance, profile configuration, salinization degree to evaluate, and Fumeng select the effective county aril, alkali-hydro nitrogen, phosphorus, potassium, organic, pH effectively zinc, terrain gradient, soil erosion degree, the effective thickness, quality assurance, irrigation, drainage to evaluate. Eventually get the following conclusions:(1) Land in Dawa was divided into five soil fertility levels. Comprehensive fertility index is between 0.60 ~ 0.83. First-class: comprehensive index of the soil is over 0.83, accounted for 11.2% of arable land; Second- class: comprehensive index of the soil is 0.77~0.83, accounted for 35% of arable land; Third- class: comprehensive index of the soil is 0.68~0.77, accounted for 44.24% of arable land; Fourth- class: comprehensive index of the soil is 0.60~0.68, accounted for 9% of arable land; Fifth-class: comprehensive index of the soil is <0.60, accounted for 0.56% of arable land. According to the plan, the improvement measures of soil types and other natural conditions for the comprehensive utilization of merchant soil, for the benefit of the local use, Dawa county mainly divided into the following five area: the southeast light salt area, the middle north inland secondary salt area, the southwest coastal heavy salt area, southern coast light salt area, the northwest Zhaoquan River secondary salt area.(2) Land in Fumeng was divided into five soil fertility levels. Comprehensive fertility index is between 0.371 ~ 0.787. First-class: comprehensive index of the soil is over 0.83, accounted for 6.8% of arable land; Second- class: comprehensive index of the soil is 0.75~0.83, accounted for 40.2% of arable land; Third- class: comprehensive index of the soil is 0.66~0.75, accounted for 36.5% of arable land; Fourth- class: comprehensive index of the soil is 0.59~0.66, accounted for 13.2% of arable land; Fifth-class: comprehensive index of the soil is <0.59, accounted for 3.3% of arable land. According to the plan, the improvement measures of soil types and other natural conditions for the comprehensive utilization of merchant soil, for the benefit of the local use, Fumeng county mainly divided into the following four area: Northern hills brown soil area, middle low brown soil area, southern plains rice soil area, coastal shoal area.
