After the opening up and revolution, with the growing overall national strength, the urban population and the numbers of vehicle ownership increase dramatically .Although the pressure of the city traffic becomes more and more serious, the corollary equipment and rules for the urban transportation doesn't coordinate with the speed of vehicle growth. So the burden of the urban traffic becomes very heavy, the road accidents happen all the time. With enlargement of the city size, people are more and more concerning the traffic issue. This also becomes the major social problem in city management, impeding and restricting the development of the urban economic construction.Since 2000, the State Department, the Ministry of Public Security and Ministry of Construction have promulgated a series of files on implementing the work of "open project" all over the country. They have put forward that the platform which collects and publishes synthetic traffic information in cities will be established by means of high-tech; the capacity of urban transportation operating and inducing should be strengthened; the whole level of information management and the quality of public service ought to be improved.Intelligent Transportation System (ITS), which upgrades traditional transportation system with the technology of information processing, computer processing, data communication and transmission and so on, enhances urban transportation system's operating efficiency, security and reliability. Real-time road traffic information is the core of ITS, whose main parameters include traffic flow, velocities of vehicles, traffic density, vehicles'classification statistics, etc. These data are the objective criteria and basis of transportation management departments'formulating policies, adopting measures and scientifically programming traffic facilities. To build a complete ITS system, the primary task is to build an accurate, real-time and reliable traffic information system.The detection methods of commonly used traffic parameters are GPS floating cars, manual work, buried induction coil, the collection of mobile communication networks, video detection, etc. Video detection has tremendous advantages in the aspects of detecting traffic parameters and accuracy. In this paper, it is concerned that based on the technology of detecting traffic flow parameters by video, other urban transportation related data were collected and processed to model, integrate and acquire real-time traffic information on road conditions. In the existing traffic circumstances, correct routes are chosen for travellers; travelling time is shortened to improve efficiency. The safety of urban road traffic is enhanced so as to further improve road environment.The performance of video-based real-time road traffic information system lies on its accuracy, real-time and robustness. The main work of this note is that the framework of real-time road traffic information system was designed; the fuzzy model parameters, which were optimized by genetic algorithm, were put forward; the decision made by fuzzy controller was dynamically adjusted. The results show that the algorithm has higher detection rate and lower false rate. It can improve the accuracy of real-time road traffic information system.
