Along with the economy rapid development, energy shortage situation turns aggravate the improvement of electrical energy quality and management of saving the power losses have already been the most important content in the national policy. And the losses of the electrical energy in the power system network is a important indicator for the national inspection electric power department, which also prove the electrical power system plan design level and a management and operation level as a comprehensive technical specification. Since the reform of the power industry, power transmission losses have directly affected the power price, which is vital to the benefit of enterprises. So the accuracy of theoretical line loss calculation is very important not only to enhance work efficiency of Power companies, but also to formulate policy and measures for reducing the line loss.Concerning the calculation of line loss, the famous specialists and scholars abroad make a lot of Research about line loss analysis and the methods of line loss calculation in recent years, including the introduction of the new methods in other subjects to the line loss computing such as Artificial Neural Network, Multiple discriminate regression analysis method. Although there are some new ideas in the line loss computation methods, but some methods are not very applicable to the complex and volatile situation in practical power systems network, which remain at the phase of theory researches. There not still emerge the instances of the spreading application of the new methods. With the popularization of computer and development of network technology, and the appearance of network-based and data-fully-shared network management system , providing a new way for the calculation of line loss, which becomes the most popular technique direction.This paper analysis the error of low voltage line loss calculation in traditional theory method and introduces the new method named Shape Coefficient Simulation which rely on the measured data of the low voltage line and nature of load. This method simulated the shape coefficient of load, such as Commerce load, resident load. In addition the new method develops the revised strategy of shape coefficient, simulates the shape coefficients of all low voltage lines though iteration, and improves the accuracy of low voltage theoretical line loss calculation.This paper uses the relative technology of Microsoft.net, .net framework, ASP.net, Visual Basic and crystal report, introduces the design and realization of system function in detail, establishes line loss management information system, and contributes to improve scientific management and economic benefits of enterprise. Meanwhile, a reference is provided for relative technology problem.
