Water resource is one of important resources relied by the mankind for existence and development, is the foundation of the social and economic development. Currently, there is a serious water resources shortage in our country and many countries of the world, water resource already can't gratify the need of population growth and society economy development. Simultaneity, it has made that water resources is wasted seriously and water quality is polluted because the mankind unreasonably exploit the water resource, and much more bring on the inconsistency of the water resource supply and demand. Therefore, it has the important significance for the water resources reasonable exploitation research.The Zibo city is one of the water shortage cities at the north region in our country , the inconsistency of the water resource supply and demand is more conspicuous. The Mengshan reservoir is one of five big and medium-sized reservoirs, and the primary water source for the city industry supply water in Zibo city. For the sake of the reservoir effect is exerted, the thesis combine the author actual work, making analysis from the basic circumstance of the engineering, the circumstance of the controlling and using, the condition of the water environment function. Analysing and evaluating the situation of the water quality pollution, the quality category of the water environment, the richness of water body, the fitness of the drinking water. Studying and researching the valley precipitation, the water flowing to the reservoir, the supply of the reservoir and the plan budget. These are for the further development of the Mengshan reservoir supply project, with it can be able to steadily promote the supply function and benefit of the Mengshan reservoir, keep district society stability, economy fast development and ecosystem environment continuously improvement, realize excellent allocation and reasonable use of the water resources.The main research conclusions of the thesis include:(1)The present water quality of the Mengshan reservoir belongs to the light pollution, the water environment quality is evaluated to be partial to IV standard from III standard, water body turn to be richness. The water of the mengshan reservoir should be the source used in the industry, agriculture and landscape.(2)The main water pollution elements in the Mengshan reservoir are the phosphor and nitrogen, COD and SO4-2 take second place. The greatest source of pollution is the cage culture, the phosphor and nitrogen pollution contributed by it take the total phosphor 61.19 percent and total nitrogen 57.5 percent. The main pollution elements in the industrial pollutant are COD and SO4-2, for the Mengshan reservoir they are mainly from the pit sewage of the coal mine at the upriver. Currently, the key of controlling pollution lies in controlling the number of the cage culture, taking effective measures to contain the water quality richness of the reservoir.(3)The fact of the Mengshan reservoir is that the actual utilization of the valley surface water is 41.8 percent and still have very big supply water potential. The exploitation plan should be programmed early.(4)Under the supply circumstances of the Mengshan reservoir, through comparison and analysis for the three plans which are about programme and development, define to adopt the plan that water using from the city industry, city landscape and agriculture should unite to manage. For that can supply water 458×104 cubic meters for the industry perimeter cities and towns industry under the condition of keeping the present water supply level every year, and can supply water for the 1333.3 hectares at agricultural irrigation, even can supply water 857×104 cubic metres for landscape or other water using.
