With the development of national economy and the establishment of market economy system, power energy has been applied more and more widely since 1980s. However, the nonlinearity, instability and unbalance of electric network that currently supply voltage have became more and more serious due to the application of nonlinear, instability and unbalance load in power network. Based on the study of a lot of domestic and international relevant literatures about power quality, this paper discussed the research and development of the high-precision multi-function power quality data collection system integrated the latest computer technology, information technology, automation technology, integrated circuit technology and micro-electronics technology. Through the on-line and real-time data collection and analysis, the scientific evident which supply the important data for later power quality control and the technical parameters setting for controlling device, can be provided to improve the power quality and formulate the policy of bringing the power quality under control.The paper analysed the development trend of the power quality research and the development requirement of the power quality data collection system, Aiming at the development actualities and domestic and international problems of the power quality data collection system, I have put forward the mentality of designing of " DSP + embedded CPU " on the basis of existing products. Through adopting the advanced electron tube instrument to design, combining digital signal treatment technology , embedded CPU designing technique and real-time operating system to count technology, the paper put forward the power quality data collection system. By dividing real- time data collecting system into based on chip of Samsung key board and based on FPGA high-speed data acquisition board , it realize to go on to come. Then the paper deeply researched the algorithms for measurements of power quality on DSP, and presented an algorithm for measurement of voltage fluctuation and flicker based on IEC standard.On the design in the software and development scheme, by passing thecomparison of a lot of real-time embedded operating systems, we adopt Windows CE.NET which is height module, easy to dispose and transplant to other platform. Pass the study on Windows CE.NET BSP and through writing to code of hardware, we have realized Windows CE. NET the transplantation of the key board successfully. Pass the study on interrupting mechanism and driving the model of Windows CE. NET, write USB equipment driver under Windows CE.NET and expand the function of the system. In order to improve systematic real-time character, gather in the data, analysis , graphical display have adopted the model of multithread to finish every task separately partly.This text applies Windows CE.NET to observe and control field for the first time. Meanwhile I have developed a set of intact and portable power quality realtime data collecting systems which have certain emergent novelty and very high practical value.
