North bound of Hangzhou Bay, the Chemical Zone of Shanghai, is the south wing area of Shanghai. Several new development zones are located in this area, such as Sinopec, Shanghai Petrochemical Co, Xinghuo Development Zone, Caojing Chemical Engineering Zone.The development of petrochemical industry brings along the growth of annual transportation volume of dangerous cargo in North Bound of Hangzhou Bay. Chemical products being transported are becoming more and more diversified, with 160 kinds of chemical products being transported in this area, among which 108 kinds are bulk liquid chemicals. Chemical product transportation has made great contribution to the local economic development. Meanwhile, they have also brought potential risks to the local environment. Once there are accidents, the waters of North Bound of Hangzhou Bay will be seriously affected, which will consequently results in threats to human safety and stability of society as well as heavy loss of aquiculture and tourist industry.Based on the analysis of characteristics, hazardness and source of pollution of poisonous cargoes transported in this area, the paper makes an assessment on the accidents caused by the equipment failure, misoperation or force majeure during the hazards cargo handling and transporting, so as to make scientific predications and take proper prevention and emergency measures, in the hope of protecting the environment and resources of the waters, preventing, controlling and cleaning up the pollution, reducing the loss and harm to the minimum scale. Only in this way can we protect the human health and the public interest; promote the harmonious and continuous development of the local society, economy and transportation.First, the paper introduces the general situation of North Bound of Hangzhou Bay and then discusses international conventions and national legal framework related to waterborne transportation pollution, which can serve as the reference during the process of decision-making.Chapter 4 analyzes which factors tend to cause spill incidents and in...
