| With the fast development of economy, the requirement of water is increasing, the conflict between need and supply of water is more and more keen-edged, water shortness is increasingly outstanding, droughty threat is aggravated. So, it is no time to delay to research drought and resist drought risk. We should analyses, evaluate and forecast drought scientifically to reduce the losing by drought and constitute effective measures of combatting drought.Theory innovation and practicality as tenet, on the base of the research actuality of drought index, this study puts forward an comprehensive drought evaluation index system adapted to the drought character of the research area and establishes drought multiple-factors fuzzy comprehensive evaluation method. This paper evaluates and forecasts the drought states of the province and each city, puts forward a comprehensive drought grade evaluation criterion adapted to Shandong province. The criterion is applied in the drought management and a corresponding drought countermeasure is put forward. The feature of this paper is the systematization and practicality of comprehensive drought evaluation. This research will increase drought risk consciousness, improve drought emergency responding ability, mitigate drought losing, provide the science support and advice for drought fight, the sustainable utilize of water resources and sustainable development of economy. |
