Urban public transportation is the harbinger of social production, the key of a city function to operate and an important window of the material civilization and spiritual civilization of a city. Therefore, developing urban public transportation is widely concerned by the entire world. Currently, there has been the opposite maturity public transportation network planning in the big cities and the medium-sized cities in our country. But compared with those cities, the whole developments level of public transportation are still at the start stage in most small cities and city towns in Yunan province. Therefore, we should increase to overlay the rate of public transportation, fill up the blank of public transportation in small cities and city towns, and improve the condition for the residents who live in those areas to go out. So it will act the irreplaceable function to promote the economy development, living quality and life quantity if we program the point of bus station, establish rational, scientific but humanized public transportation network.Anning City, which is located in southwest of kumming City, Yunan Province is a partial industry center area, the synthesize transportation conveyance center with logistics center of Yunan Province. It is a potential but young and vibrant new city. For this reason, it is necessary to program the rational and scientific public transportation network, optimize the limited public transportation resources and make use of the road efficiently. Then it will be benefit for the resident out safely and expediently. At the same time, it will promote the development of economy in country city.In this paper, with roundly scanning the existing situation of public transportation articles, adopting the advanced optimization theories and methods of urban bus network of other countries, investigating the present condition and existent problems combination, the reasonable objective function is worked out, and optimization model is established by studying constraints and objectives from parts of urban public transportation (nodes and routes of network). Reasonable routes of public transportation are selected out by factors, such as constraints to nodes, route length and nonlinear route of network. Network of public transportation is constituted by certain organized way of different nodes and routes. Furthermore, aiming at the actual circumstance, these problems such as the match of transit line and vehicle frequency and the schedule according to the passenger requires are studied.
