With the rapid development of science and technology, especially in high power microwave technology, high power pulse microwave sources are widely used. Thus, the requirement for measuring the power and frequency of high power microwave is improved. At current, CW high power microwave power meter are huge, very expensive and cannot be used for high power pulse microwave signal measurement, and are separated. So it is very essential to explore new instrument to measure power and frequency of high power pulse microwave.On the base of Professor Wenxiang wang's patent- a small portable high power microwave meter (NO: ZL00112613.X), the scheme of high power pulse microwave power and frequency meter is proposed. The sample meter is designed. The advantage of the meter is size compacted, lightweight, low-price, wide power range, and it can be used for measuring pulse microwave power.In the paper, prescale technology, interpolate method, averaging method and multiple period synchronization method are used to measure the frequency accurately. Diode demodulating technology,and power attenuated method or probe coupling & water load technology are employed to measure the power of high power microwave. Isothermal technology is used to improve the stability of demodulator and to expend the range of square linear region. MCU serial communication protocol is designed and EMC is analyzed.The result is that the minimum pulse width that the meter can measure is 1.2ms, frequency range is 0.5GHz~4GHz, the maximum power is 20KW. The volume of meter is decreased to one of tenth of the 10KW CW high power microwave power meter. The price of the meter is 20% to 25% of the 10KW CW high power microwave power meter.
