First, the background and meaning of the paper is illustrated. Then, illustrates the concept of intelligent transportation system. It is a synthetic research system of interdisciplinary, information, systematization. Its main contents are to elaborate the technologies of artificial intelligence, automatic control, computer science, information and communication, electron transducer. These technologies are applied in traffic management system on the whole ground. Based on the characteristics of large scale and omni-direction, ITS is also an integrated transportation management system with real time, accurateness, high performance. Intelligent transportation system is one of the most focusing research fields in several years. The paper have a brief introduction of the domestic and foreign development of ITS. At the same time, some scientific terms on ITS are listed in the paper.Intelligent transportation system predicts the traffic flow of intersections. Because of nonlinearity, randomness and discreteness of the traffic flow, normal mathematical models were hard to accurately forecast the traffic flow of intersections. This paper improved traditional BP neural network to forecast traffic flow in time by using radial basis function. According to specific instances, using a mathematical tool-MATLAB and programming, the paper expresses related simulation curves and forecasting data. Moreover, the data are analyzed and compared with initially recorded data. The results of simulation test showed that the neural network can be used to forecast the traffic flow of intersection, and can get satisfied effect. In the paper, the basic principles of genetic algorithm, genetic algorithm combine with neural network applied in traffic volume forecasting are to be considered in detail.This paper use fuzzy neural network and hierarchy control method to solve the problem of traffic control for the trunk roads. The first layer is manipulative layer that forecast the traffic flow of single intersection, and on this basis to calculate the signal cycle, phase and split of every direction .The second layer is coordinated layer.
