In the past more than ten years, our national economy has presented a tendency of continuous fast and healthy development. Since Zhoushan set up the strategic guideline of "prosper city with port", the construction and production of Zhoushan port have been improved rapidly. It has been developed from a small island port to a port with coastal cargo-handling capacity lying on the 9th place in our country. In consideration of its special geographical position, Zhoushan municipal government launched a strategy of 'prosper trade with technology' and 'prosper city with port' to shorten the distance to other coastal developed areas as little as possible. It has been set as a target that the total output value be increased at the rate of ten percent per year. To take full advantages of Zhoushan port and to drive the city port industry onto a new step, Zhoushan Port Authority and Jinyang Grease Company Ltd. have signed a letter of intent to cooperate developing grease processing, according to which a general plant grease manufacturing base will be established in Laotangshan whose daily material consumption will be above 2,000 tons and total output value will be between 1 and 1.5 billion yuan. It is a project of great importance to Zhoushan economy. Laotangshan port area is the main cargo handling area of Zhoushan port, which consists of Phase I and Phase II projects. Phase I project began in 1987 and widened in 2000. The present scale is that the berth can have a 10,000-ton and a 5,000-ton general cargo vessel alongside at the same time or a 15,000-ton vessel as well as its supporting facilities. The berth is 320 meters in length (including bollards on both sides), 22 meters in width with 20,000 square meters of stockyard, 3,000 square meters of warehouses and 3,355 square meters of living space. Its designed annual output is 800,000 tons (including 20,000 TEUs). It mainly handles general cargo. Phase II project began in 1992, which is the special berth for coal, with a berth of 25,000 tons for discharging and a berth of 3,000 tons for loading, as well as its supporting facilities. Its designed annual output is 4 million tons.This paper consists of two parts: firstly, it makes an analysis of the present situation of Zhoushan port and its future development and points out the problems existent in the port area; secondly, it analyses and predicts the developing tendency of Zhoushan port with resort to mathematical model on the basis of relationship between the actual handling capacity and the demand for materials from outside. It makes a research on the construction program of Phase III of Laotangshan, taking into consideration the greatest production capability of the existing Zhoushan port areas and how to make reasonable use of Zhoushan port resources. It also makes an analysis of natural conditions of Laotangshan port areas including weather, wind, current, rain, fog and sea, the depths of channels, anchorages as well as loading anddischarging technology. Besides, it makes an investigation of coastal water resources in the section of Yeyashan coast. All of these guarantee that the paper research will play a guiding role in the continuous development of Zhoushan port and in taking advantage of existing resources to attract investment.
