The port of Ningbo is developing rapidly. In 2003, total throughput in Ningbo is over1.8 billion tons, and container throughput is 2.77million TEUs. During the periods of Tenth-five', Ningbo will build an advanced wharf in Daxie for transit of crude oil, consisting of 3 berths, 250 thousand tons, 50 thousand tons and a working berth respectively, Annual designed throughout will be 20 million tons. In port of Ningbo, planning of port facility is advanced, but design of anchorage has not been fully studied. Now the problem on anchorage includes that all anchorage are crowded, planning of anchorage is inappropriate, ships sometimes get cables broken and drag their cables, close situations and collisions always happen due to fairway occupied by Jintang Anchorage and Beilun anchoring point. If the problem on anchorage can not be solved, it will affect the future of port of Ningbo.The paper is divided into five parts: ?The paper performs the planning of port development around Ningbo waters via an investigation on berths allocation and present condition of throughput. ?By the analysis of the utilization of anchorage in Ningbo waters, the paper points out that there exists shortcoming in utilization. ?The paper finds out the shortage of anchorage areas according to the requirement of anchorage by arriving vessels under different weather conditions and anchoring ways. ?Based on AHP the paper plans another five anchorage and designs their functions. ?Finally the paper gives some advices on how to manage, make optimization and perform the functions of the anchorages in Ningbo waters.
