Ningbo Port Automatic Identification System To Build The Program Of Study

Automatic Identification System (AIS), as a tool for providing the target information to the ships and Vessel Traffic Management Services center, was developed with the communication and computer technologies by the increasing demands of improving the maritime safety. AIS base station network system is a computer network based comprehensive information system, whose implementation would have huge impact on the ship collision privations, Vessel Traffic Management System, voyage channel navigation equipment management, navigation warning system, and ship management and logistics. Ningbo Port is world-class port in China. To be a modern and fast developing port, it must syndicate all resources, and develop an automatic identification system. There were already some plans in the Ningbo transportation technology development blueprints to gradually implement the Ningbo automatic identification system, improve the current port management system and port operation efficiency, and strength the competitiveness.The thesis intends to do the researches on the numbers of AIS bases station, locating theories and methods of AIS bases station, choosing of the AIS bases station, and the development proceeds of AIS bases station network.Based on the research on the environment and location of the Ningbo port, AIS' effecting area, and the relations of port's service area and navigation distance between ships in and out the port, the research indicates 3 bases station for the system. For the locating theories, the thesis compared all factors in points by factoring evaluation method, and induced a practical proceed to be a simple and easy-to-use AIS locating model. Ningbo Port's AIS can be located in ZhiTou radar station, XiaZhi radar station and Ningbo VTS center. And, TaiPing station can be a candidate for expanding the AIS base station network.As the AIS base station network development, the thesis provided a short-, intermediate- and long-term plan for the Ningbo port's AIS system. There are VTS strength plan (short-term), network development plan (intermediate-term), and information development plan (long-term). These three plans, as a whole, will provide good materials for the developing Ningbo port's AIS system, and alsoother ports in China.Ningbo port'AIS will improve the port safety, operation efficiency, competitiveness,and provide a reliable database for port's internal information system platform'sdevelopment. It can also integrate all maritime application systems into anautomatic maritime service system, by providing the internal high qualityinformation from maritime management agencies to the maritime companies'fleets.
