In this paper, earthquake resistant goals, target safety levels, import sorts and design approaches in correlative fields abroad are compared with ours. For the limitation of Specifications of Earthquake Resistant Design for Highway Engineering (JTJ004-89), the main goal of this paper is to define the import sorts of highway bridges, modify importance correction factor accordingly and put forward no less than two target safety levels and design phases. Furthermore, nonlinear anti-seismic design for regular bridge is mentioned.Referred to correlative literatures, such parameters as project standard periods, earthquake intensity, the peak ground acceleration are compared and defined, the relationship between earthquake intensity and the peak ground acceleration is brought forward with earthquake hazard analysis, and the exceed probability of each project standard period on each safety level is given. Furthermore, importance correction factor on each target safety level is brought forward.In addition, the significance of nonlinear anti-seismic design and the sort of nonlinear bridge are mentioned. Furthermore, such modulus as nonlinear modulus of displacement is compared and the formulas for intension modifying modulus are given. What's more, nonlinear anti-seismic design approach is considered.A sample of calculating seism power is given to illuminate no less than two target safety levels and design approaches comparing with one level design of Specifications of Earthquake Resistant Design for Highway Engineering (JTJ004-89). Furthermore, correlative modulus and calculating seism power approach of every nonlinear type are compared with Specifications of Earthquake Resistant Design for Highway Engineering (JTJ004-89) generally. In conclusion, the modifying of target safety level and importance correction factor and nonlinear design makesanti-seismic design definitely.
