| As the fast development of our country' s economy, we are at a time when emergent public accidents are at high frequency. The original emergency facilities are very weak, and we lack of the basic laws for coping with emergent tragedy. The information system is undeveloped, the public service system is also very weak, they are not suitable for dealing emergent public accidents. All these require that we shall set up a comprehensive emergent salvage system.The outskirt road construction project of Urumqi was started in May, 2000, the total length is 31.25km, and in 2004 the Spider Valley Tunnel project was completed, and till the end of 2004, the whole system of Urumqi outskirt road system was completed and open to traffic, and its function of express, convenience, safety and comfort was fully played. But as the road system is fully closed from outside traffic and has long high bridge sections and tunnels, if there is an emergence, it is difficulty for saving and treatment. As the emergence treatment system for the outskirt road system is a blank, the study of the counterplan for the emergence treatment of Urumqi outskirt road system is important and necessary. This study has covered following 5 aspects: 1 .Investigation of the current situation of the outskirt road system; 2.lnvestigation and analysis of the traffic safety facilities, finding the existingproblems;3.lnvestigation of the traffic volume of the outskirt road system; forecasting the traffic volume and analyzing the result of the forecast. 4.Proposed suggestions for the improvement of the emergence treatment facilities according to the current condition of facilities and future traffic volume.5.Establishing the practical counterplan for the emergence treatment of the outskirt road system. |
