| This research aimed at the fatalness for using liquid rocket propellant in our country spaceflight launch site, applied the principle of safe system engineering to analysis the dangerous factors. Through analysing the common safety evaluation model in chemical industry and investigating the practical condition in using propellant at launch site, built up safety evaluation method and the accident consequence analysis model. And analysed the dangerous and consequence serious degree of typical liquid propellant accident. Basis on these, divided the grades of dangerous region in using propellant.According to the dangerous degree of using propellant, put forward individual protection system, collective protection system, poisonous gas monitoring and warning system and urgency rescue system compose of the propellant security protection system. Combined of present propellant protection equipment level in domestic, stressed on designing and discussing the third degree protection system in individual.
