Nowadays Chinese economy is developing speedily, the requirement of electric power is increasing day by day, at the same time, the demand for quality of electric power is higher and higher. Voltage level and power factor are the decisive factor of the power supply's quality. In order to adjust voltage and power factor, increase the benefit of power system, now in power system, most of substation are installed On-Load Tap-Changer Transformer (OLTC) and parallel connected capacitor groups for reactive power compensation. Adjust and control voltage level and power factor in power system through adjusting the transformer's voltage change tap or switch on/off capacitor groups, in addition, a massive power system requires higher automatic level, so it has come forth a automatic reactive power adjust system (VQC), which decrease manual operation. But now most reactive power adjust system use the nine zone control method, its' limit for reactive power adjustment is fixed, not consider the inflection of reactive do to voltage. In fact, the reactive power can give a strong inflection to voltage. So in substation, the controller operates frequently, and transformer's voltage change tap and capacitor groups operate to more, power system's voltage fluctuate highly, all of this add the wastage of these equipments. It can bring to a accident in worst condition, at last people have to give up self-adjust, return to manual adjust, voltage and reactive power automatic controller lost its significance. We must fulfill the requirement of power system's voltage level and power factor, at the same time we should do our best to decrease the times of equipment's operation, reduce the unnecessary wastage of running equipments, smooth voltage.
