Based on the former researcher's hard work, in both aspect of operational analysis and information theory, the properties and the function requirements are analyzed then the essence of sensor management is summarized and clarified theoretically. The mathematical models of sensor management system are built based on relevant strategies and management theories, such as Kalman filtering, Mathematics and fuzziness and linear programming. Finally, considering the requirements of the target tracking and the modern warfare, the two types of models are simulated with strategies and theories researched above, and the model outputs and experiment results are fitted well. The main works of the thesis are:1. The first part of the thesis, a brief summary of multi-sensor management system are introduced, then the basic rules of management system design and theco mmon function frames of the management are specified.2. The second part of the thesis, a method, focusing on ordering and allocating of multi-target's threat in multi-sensor management system is brought forward with theory of arrangement analyze and fuzzy decision. The calculation expressions and steps are brought forward too. In this method, many factors influencing the assignment of the sensors are taken into consideration. Then, a kind of criteria and calculation expressions are put forward.3. The third part of the thesis, according to the sequence of multi-target's threat, a resource allocation plan, based on linear programming, is brought forward. This method can ensure optimum sensor assignment and track the most important target. In addition, this method can prevent the egregious centralization of sensor allocation and the resource waste of sensor system. Simulate results the feasibility of this plan.According to the uncertainty of target condition, a resource allocation plan based on information entropy control is brought forward. This plan supposes the expected information increment based on the precision of estimate on movement state. The policy of sensor management is to choose least sensors to satisfy anticipant request of information increment. In this way, an effective resource allocation plan can be gained. Simulation results the efficiency of this plan.
