The intersection traffic jam has already become a bottleneck problem in large and medium cities, which has badly affected the urban operational efficiency and the investment environment. In addition, aphasic design and traffic control can not work well in the conditions of mixed traffic jam. In allusion to the conditions of mixed traffic and the principle of aphasic design, a new scheme of signal timing and non-joint aphasic design was presented.The present aphasic design is aimed to reduce the conflict between the motorized vehicle and non-motorized vehicle, but it has not sufficiently considered the influence among the motorized vehicle, non-motorized vehicle and pedestrian. Therefore, much hidden danger of blocking traffic and accidents remains. Though there is no conflict phenomenon in the traffic, the intersections among the traffic factors do exist. During the aphasic design, the array association was adjusted reasonably, non-joint intersection was realized among the traffic factors, so that all objectivity hidden dangers were dispelled. Considering these influence factors, the modified Webster timing model was used to calculate about the single intersection signal-timing. The result was accorded with timing standard. The harmonization between the adjacent intersections directly influenced the traffic circulation. Using the fuzzy control principle, the adjacent intersections were classified and the harmonization control and traffic organizational management flow scheme were provided in theory. Finally, the development of the intellectual traffic control system was looked forward.Although prolonging the period, the aphasic design scheme based on non-joint, can eliminate the conflict phenomenon among the traffic factors and improve the traffic efficiency. If combined with various kinds of advanced control technology to develop the intelligent traffic control system in the future, the non-joint aphasic design will contribute to dispel traffic hidden trouble and improve the traffic sufficiency.
