With the development of ITS (ITS-Intelligent Transportation Systems), the function of digital map in ITS is attached more importance. Based on the use of digital map, this paper discussed some problems closely related to ITS such as the data structure, construction and functions of the digital map. Secondly, through the comparison with many data structure types of digital map, this paper suggests to found data structure system of digital map by using data structure of Object-Oriented. Trough analyzing and comparison ,the model of the digital map data structure is found. Base on this model ,the digital map is created .The method of completing the legion base functions of the digital map is discussed . The mostly functions of the digital map is realized by using the VC++ language, in addition ,the a mass of experiment data and the simulation results are attained. The emphases are the Map-Matching function and the Find-Best-Path function. Base on the Cost-Function, the Map-Matching is simulated, and the approving result is attainted. The expression of the Driving-Cost-Function in the Road-Net is discussed particularly. The class Dijkstra- Arithmetic is improved, and the simulation of this arithmetic is completed. In this paper, the Lease-Yaw-Arithmetic which is closely relate with the characteristic of the Road-Net is founed. In addition ,this arithmetic is compared with the Dijkstra-Arithmetic, contrapose the shortcoming of this arithmetic , the betterment of this arithmetic is making. The improved Lease-Yaw-Arithmetic is simulated.
