Water shortage in the Huang-Huai-Hai Basin has been the bottleneck factor for economic and social development in that area. It also causes severe eco-environmental impacts in that area. The clamor for constructing the south-to-north water transfer project to help mitigate water scarcity and its impacts has been growing louder. In this paper we analyze the feasibility of the east route of the south-to-north water transfer project from the viewpoint of water regulation in order to provide information to the decision-making process.Due to the complexity of the east route of the South-to-North Water Transfer Project, the systems analysis method has been adopted in this research project to develop a Water Transfer Model. A simulation system for water regulation was established by employing JAVA programming language and Sybase. The simulation system is applicable with the aid of the object-oriented programming method and the multi-platform function. In this paper we discuss the satisfying results obtained from applying the simulation system, and the simulation experiment method based on mathematical statistics, to the decision-making process for the water transfer project. The study shows that the amounts of transferred water meet the demands along the route and, under a sound regulation process, both the south and north parts of the Yellow River achieve a relatively high guaranteed rate of water supply. |
