It's imperative to undertake the safety assessments when we change the important or special quantities of the airspace like separation in the three dimemsions. Of course, this is an example of one possible task of the airspace planning. This paper focuses on the estimation of collision risk associated with decreasing ATC separation standards. The safety criteria followed has been adopted: Modelling the collision risk of plane pairs in airspace, we use the calculation of which (the number of collision per flying hour)to compare with a received Target Level of Safety(TLS),so as to determine whether the system is safe enough. The famous REICH model focuses on the modeling of the collision risk between two approaching airplanes. In this paper, I anlylize several important variables in the collision risk equation and simulate with some data basing on the rada collection abroad. In the end, I have calculated the mimima separation under a certain TLS with the use of REICH collision risk model.
