It is in this article that firstly investigate the mechanism and factor of local-scouring of sub-grade such as retaining wall, revetment and spur. I consider that the retaining wall variety of water flow is resemblance with that of near pier which is spire. I have analyzed it with the method of the scouring mechanism of pier s descending water flow be shaped into U-type volution and the retaining wall is regarded as circular erosion. The water flow structure which take away spur local scouring is resemblance with that of half pier and is investigated as pier c scouring mechanism. I think there are three factors of influencing sub-grade 3 local scouring, that is water flow including water depth, flow speed and water flow attack angle, bed sand including diameter and grade, geometry boundary conditions including side slope rate, the type and dimension of structure. Secondly, according to the normal water flow feature of topography, physiognomy, geology and river course of water-ruin of at south of Gansu in NH2 12, 1 have assessed theformula of existtw dePth of local scouring and deduced newformula fit to South of Gansu.
