| As a kind of brand-new concept, green traffic is the most urgent choice of transportation transformation in the area where the urban expands rapidly and the economy develops constantly. It is the concept of sustainable development embodied in the traffic. Along with the accelerating urbanization, the urban traffic problem is becoming more and more serious in Baotou, which is a municipality in China. Based on theories of urban traffic sustainable development and comprehensive transportation management, this paper analyzes the status quo as well as the problems and their causes of urban traffic in Baotou.Referred to domestic and international green traffic development policy and the practical situation in Baotou, the author studies the advantages and shortcoming in the current traffic policies in Baotou. Taking the part-rebuilding of the G210 in Baotou as a specific case, this paper finds that the governmental guidance, reflection of the public opinion, and the civil right protection are the critical factors for Baotou in making green traffic policy choice.It is found that policy design was mainly depended on strategic orientation, strategic goal and strategic emphasis, etc. Therefore, the design of green traffic in Baotou is policy system which involved improving construction gross scale, strengthening transportation service, giving priority to the development of public transportation, improving energy efficiency, extending public participation and so on. Green transport policy choice and design in Baotou not only emphasized the function of the municipal government, but also attached importance to market, and finally bring about the policy executives diversification and the marketization of resource allocation. |
