Distribution Automation (hereinafter referred to as DA) is an effective measure to improve the management of distribution network, an important means to improve power supply reliability and quality, expand power supply capacity, realize the operating of distribution network efficiently and economically, and one of strong foundations for smart grid. With the constructing and transforming of the urban and rural power grid, and the increasing demand to improve the level of DA system, it is worth studying that which framework mode of DA system we will adopt to optimize the operation and management of distribution network excellently and best economically in the small and mid-sized cities.Firstly, this thesis analyzes the important meaning of DA system for improving the reliability, economy and all of aspects in the small and mid-sized cities. Secondly, it introduces the present typical framework mode of DA, and analyzes its own characters. Then, related to a pilot project, it studies the framework mode of the software and hardware platforms for master station, substation, communications, terminal unit, feeder automation, etc of DA. It puts forward implementing methods of communication system in distribution power grid based on standard IEC60870-5-104. It puts forward a strategy for remote-centre control of feeder automation. It puts forward a method for detection and location of earth faults based on fault Indicator with wireless communication.Its practical application in pilot project of DA verifies the validity and economy. This project optimizes the operation management and affords us an example basis for the development of DA System in the small and mid-sized cities under the framework of the smart grid.
