Highway tunnel as an integral part of road plays an important role in our society. Highway as the lifeline of national economy plays an irreplaceable role of other modes of transport. The construction of the tunnel shortens the road mileage, improves the level of road technical, improves the linearity and transportation conditions, improve the speed and alleviates the problem of insufficient traffic capacity of roads. An-Jin shallow tunnel as research object in this paper. Introducing the hydrological and geological conditions, the rock conditions, design and construction of the tunnel and the purpose of monitoring and measurement of the tunnel and the equipment used. It will cause subsidence and deformation of surrounding surface and uneven settlement of adjoining buildings during the process of tunnel excavation. If this phenomenon is not effectively controlled, it will inevitably induce variety of disasters and even a certain amount of economic losses and casualties. Therefore, it put forward higher requirements and strict restricitions to the project of tunnel excavation. At present, combination the techniques of monitoring and measurement and finite element numerical simulation techniques to guide the specific works. The aim is more accurate to predict the subsidence and deformation of surface and the related impacts.In this paper, Ansys finite element analysis software is used to simulate the surface deformation, the deformation of structure of initial supporting,the displacement in the x,y direction around the tunnel,vault settlement,the stress change of bolting, the stress and strain of surrounding rock with three-dimensional finite element analysis. It was obtained the calculation results is feasible to some extent by comparing simulation results and monitoring and measurement results during construction process, it will play a certain refence guide for same type eacavation project of tunnel. Monitoring and measurement technology as an information-based construction methods,it will feedback on a variety of dynamic construction, guide the construction plan in a perfect way,then ensuring the quality of project. At last the analytic hierarchy is used to analysis all relevant factors, then calculation of its security and stability scores and making the corresponding analysis.
