As China entry the WTO and the Chinese government constitutes and implements the"Going Out"policy. China's exchange and cooperation in economics and technology with other countries develop very fast. Up to February, 2008, China sends out 4,234,000 people of each kind of service labors to more than 180 countries and regions. Under such situation, Chinese labors overseas suffer more and more hazards than ever before, such as terrorists, labor disputes, and different kinds of incidents. More and more hazards threaten the personal and property security of Chinese labors.First of all, the writer gave a brief of Chinese labor overseas from three aspects including the channel to be sent out, the profession structure and their distribution with the related statistical data. Then according to the safety status, the writer divided the world into three belts: war region, trouble sports and developed countries by Classification method. Through combination of Classification and case analysis methods, the thesis expounds the specific performance of aggrieving the personal safety and property security of the Chinese labors overseas in the above three areas. Then the thesis analyses the course of the safety problems from the four factors: international, national, enterprise and the Chinese labors overseas. Based on the reasons of the safety problems, the writer summarize"three-in-one"way to protect the personal safety and property security of Chinese labors overseas and bring forward the countermeasures and suggestions.Protecting the safety of Chinese labors overseas is propitious to establish the world's great powers, to promote China's"Going out"policy, to construct China's morality and justice image, to promote China's labor services export. Therefore, the protecting of Chinese labors overseas is of great significance.
