Dianchi Lake Governance Obstacles And Countermeasures

As a distinctive resource from the nature, lake has many unreplacemental functions. However, out of the development of the social economy, the environment with which people live is threatening the existence of the people and confining the prosperity and development of the social economy. The eutrophic lake, which deteriorates seriously, is sticking out of the environmental problems. Lake Dianchi is a typical example of the eutrophic lake. In the whole world, there has a long history of the study to treat the eutrophication, but we are still deficient in theory and practical experiment about how to operate effectively the treatment of the eutrophication and to achieve good results. Based on the theory of environmental economy, treatment of government and public material resources &. sustainable development, and combined the treatment practice of many lakes in the world, the present paper aims at studying the treatment of the eutrophication in Lake Dianchi. On the basis of investigation and research in many departments concerned the treatment of the eutrophication in Lake Dianchi, the present author designs a question form and revises in the process of working. According to statistical software of SPSS, the present author treats the data from the question forms by making use of methods of balanced analysis, factor analysis, equation analysis, relative analysis and regression analysis. In addition, according to the eutrophication in Lake Dianchi, the author makes a practical study of the treatment problems and obstacles' influence on the treatment effect and proposes suggestions to improve the treatment.The main summary of the present paper is as follows:1. To treat the eutrophication in Lake Dianchi, the guideline focused on "Pollution Control" which suggested by central government does conform to the objective needs.2. The 5 aspects of eutrophic treatment problems and obstacles in Lake Dianchi have a direct bearing on the treatment effects. It is of opinion that the following aspects result in remarkable effects to the eutrophic treatment in Lake Dianchi: Pollution Control, Environmental Factor, Supervising Management, Public Attendance and Technological Factor. Meanwhile, the former the aspect is, the more remarkable it results in the effects.3. It is not enough to meet the requirements of expectations if only pay much attention to some of the upper aspects. For example, the engineering measure is not as unique as some experts consider.4. As synthetical factors, the inhabited population and invested capital are also under consideration by the author.
