The mainly content and the conclusion as follows:The author designed CVM questionnaire (used payment card type) according to domestic and foreign questionnaire design experience, unified the actual situation of ChangsSha and draw some samples in TianXin area at random to do the pre-investigation,according to the question which happened during the pre-investigation carried on the adjustment and the scope of WTP (Willingness To Pay) and carried on the correction and the supplement to the question and the insufficiency of the questionnaire design.Aiming at the investigation value which had got from the questionnaire survey to carry on the analysis afterwards,established the Tobit model, using SPSS software to the model to carry on the multiple regression analysis,concluded that the income level and environment satisfaction are related to WTP. This matches the economic deduction. If the environment satisfaction is lower, the desire to improve of the residant will be more intense,the lever of WTP will be higher. The income is higher,the residan will pay more attention to the public goods expense, the lever of WTP will be higher too.Finally, the oil smoke pollution causes the atmospheric environment of ChangSha which loss value approximately is 210 million Yuan per year through the computation, approximately composes 0.2% of the GDP of ChangSha,the max media WTP approximately composes 0.67% of the average income level of ChangSha. This ratio which compared with the developed city is low,but along with the average income level of ChangSha rising, the loss value will rise too. This result has the vital significance to government's decision-making,discovered the public's WTP to reduce the oil smoke pollution,it can become the reason of the government department to formulate the environment policy and strengthen the oil smoke management.The estimate to the atmospheric environment non-market value loss of ChangSha as a result of the oil smoke pollution which this article about is only an exploration research,according to WTP or WTA (Willingness To Accept Compensation) of the people who participate in the atmospheric environment protection under the present current economic condition to estimate, but this kind of the value only can consider as is a rough value, even underestimate that the oil smoke pollution casued the real non-market value which the ChangSha atmospheric environment lost. The preliminary total value estimated had indicated that the government would be able to obtain the corresponding repayment from investing to strengthen the oil smoke management to improve atmospheric environment, the whole society will all be able to obtain direct or indirect value and the use or the non-use value economic efficiency after the improvement ChangSha's atmospheric environment.
