Water resources are special for founding human's economy society and creating ecological environment for people's survival and development. In this paper, the values of water ecosystem and its influencing factors are discussed basically on Songhua river area. The values of water ecosystem of Songhua river area is calculated as a whole by environmental economy methods. The protection, integrated management and sustainable utilization of water resources are also researched to support the sustainable development of economy and society.Water resources not only sustain and fulfill human life, such as water supply, generating electricity and shipping, but also have ecosystem services which are the conditions and processes through which ecosystems, and the species that make them up. Songhua River is the largest water system in Jilin Province. Its area is 133684km2 which accounts for 70% of the whole Jilin Province and serves as the main water source for industry, agriculture and people life. Emergy analysis integrates energy, substance and currency which can reflect the essence and regulation of economic activities. The enormous economic values of Songhua river ecosystem on the base of Emergy theory were quantified according to the water utilization structure and water quality variation. The conclusion is that the aquatic biodiversity value of Songhua river ecosystem is 39.17X 107 ï¿¥ and the water quantity value is2.04 X 1012 ï¿¥ Further more, the wetland ecosystem services values of Songhua River three lakes reserves are estimated by cost-benefit analysis measure. The consequence is 146.03 X108 ï¿¥/aWith the development of Songhua River, its complex water ecosystem turns on many emergencies, such as the conflict of water supply and demand, water pollution, inefficient utilization and incomplete management. By analyzing the pollution situation of Songhua River area and its reserves, a series of management steps and engineering measures are brought forward on the bases of sustainable development theory, drainage areaecology and environmental economy theory.
