Based on related the law on the environmental impact assessment, we should carry through the environmental impact assessment of energy plans from September 1st 2003. Based on the demand of the law, this paper argues the establishment of the indicator system of environmental impact assessment of energy plans.At present, energy plans of our country take the guideline of exploitation and saving, and vigorously change energy frame. But the utilizing efficiency of energy is very low. The consumption of energy per production value and per production is high. Energy frame isn't reasonable. For a long time, the consumption of energy is mostly based on coal. Industry frame isn't reasonable. Our country has developed the industry vigorously. And the development of the industry costs a lot of energy. Due to these questions, the SO2 contamination of our country is very serious.Considering both the aspects of social, economy and environment, this paper argues the establishment of the indicator system of environmental impact assessment of energy plans. The indicator system concludes energy efficiency indicators, energy frame indicators, industry frame indicators, air environmental indicators, land and water environmental indicators, and ecological protection indicators.Among them, there are six indicators concluded in the energy efficiency indicators, which are the consumption of energy per gross domestic product, the consumption of energy per product, the area of united supply of heat and the proportion in the whole region, the average utility efficiency, the elasticity coefficient of the consumption of energy and the saving efficiency of energy, and the consumption of energy per person. There are five indicators in the energy frame indicators, which are the proportion of the consumption of electricity, coal, clean energy, and the sustainable energy, and the efficiency of gasification. There are two indicators in the industry frame indicators, which are the proportion of the consumption of energy in the third industry and the change of the consumption of energy in third industry. There are six indicators in the air environment indicators, which are the emission quantity per year of important contamination coming from the consumption of energy, the emission quantity per year of greenhouse gas coming from the consumption of energy, the average concentration per day or hour of the main air contamination in the region and the contribution of the consumption of energy, the area of the region where the air quality excesses the standard and the proportion in the whole region, the population in the region and the proportion, and the cut quantity of the contaminations, such as SO2 , CO2 and so on. There are three indicators in land and water environment indicators, which are the area of the exploitation of coalmine and the coal gangue, the area of the pileup of the coal and the ash, the concentration of petroleum, volatile phenol, and heavy metal. There are three indicators in the ecologic protect indicators, which are the area of the region where the air quality excesses the standard in the ecologic sensitivity region and the proportion, the distance of the build project of energy and the assistant establishment to the ecologic sensitivity region and the area of them.Energy plan concludes three types, which are total plan, region plan, and specialty plan. Total plan and region plan emphasize social, economic and environment. While specialty plan emphasizes environment. Based on the characteristic of energy plans in our country, this paper argues the establishment of the indicator system of environmental impact assessment of every kind of energy plans.At the end, as the base of Tianjin, the choise of indicators of environmental impact assessment of city energy plan and the establishment of indicators standard are discussed.
