The dramatic development of IT has profoundly changed people's life, and besides reality, a virtual environment emerges. As a part of virtual environment, virtual laboratory (VL) is playing a more and more important role in area such as science, technology, education and training. The study on VL has become a trend. Thereinto, Emulating Virtual Laboratory (E-VL) walks in the spotlight because of its extraordinary cost performance.Aiming to tackle the shortage of E-VL theory, this paper extends and supplements the existing E-VL theory, and guided by the new theory, "Organic Chemistry Emulating Virtual Laboratory" (Organic Chemistry E-VL) is built. Further more, the comprehensive test of the new theory has been carried out both from development and application aspects.Based on the VL definition by UNESCO, a new classification standard is developed and adopted. The subclass, named E-VL, is selected, and a lot of E-VL instances are analyzed. Evolving from other people's work, a new set of formulas is derived and employed to re-describe the theory of E-VL architecture from the angle of running mechanism, also, four implementation models (P-W, S-J, P and S) are summarized. Guided by the new theory, based on the implementation models, the practical work of "Organic Chemistry E-VL" (totally 155 "virtual cells" in 7 modules), whose prototype is college-level organic chemistry experiment, is built by using Flash technique. The future model of E-VL, I-model is proposed and its structure is previewed.During the realization of "Organic Chemistry E-VL", "Virtual Distillation Experiment" is chosen as the key project, and it is implemented by using ActionScriptl and ActionScript2 techniques. While with the former technique, S-model virtual experiment is set up and a general method is found to perform the transition from S-model to I-model; with the latter technique, class and component concepts are used for the first time in the development of Chemistry E-VL, and a feasible way has been set up for building the "Re-developable" VL.This paper studies the theory of E-VL, and draws some new conclusions. "The Organic Chemistry E-VL" built on these principles, has won prizes both in "The 7th National Multimedia Education Software Award" and "Pirelli INTERNETional Multimedia Award 2003", which indicates it has been affirmed by experts. Moreover it shows a bright future in application. At the same time, helpful experience for future E-VL development is got.
