In the past decades, the European Union, as a regional international organization with an important influence in the world, has undergone a development in its environmental policy, from simply protecting environment to pursuing the harmony of society, economy and environment and taking the course of sustainable development. In the process of European integration, the European Union has attained conspicuous achievements in its environmental protection, and it has also done well in its "environment diplomacy" in the international arena, implementing the policy of active participation, sincere cooperation and conscientious performance of obligations, which presents a sharp contrast with the imperious and selfish practices of U.S.A., and also differs from the passive attitude of Japan in the environmental field. As a result, the European Union has projected a favorable image in the world. So it is of great significance to make a study of the EU's environmental policy and environment diplomacy and use its experience for reference, so as to improve China's environment legislation, promote the sound development of the environmental protection cause and develop its environment diplomacy. Just for this purpose, the thesis examines the EU's environmental policy, analyzes its environmental diplomatic activities, and puts forward several specific suggestions on China's environmental policy and environment diplomacy.The paper consists of three parts. Part One introduces and analyzes the EU's environmental policy, focusing on its development course, basic contents, decision-making mechanism, implementing measures and major achievements. Part Two deals with the EU's internal and external diplomatic activities about environmental affairs, concentrating on the dialogue and cooperation of the EU as an entity with other international organizations, surrounding regions, developed and developing countries with regard to environmental problems. Taking China's practical conditions into consideration, Part Three gives some proposals for its environmental protection and ecological conservation and related diplomacy, among which are to strengthen environmental education and publicity so as to enhance the people's awareness of environmental protection; improve the environmental laws and regulations concerning environmental protection, and establish a perfect management system of trade on environmental products; promote the development of environmental protection industries vigorously; improve the government's means of environmental management; study and utilize the settlement mechanism for global environmental problems; implement the strategy of sustainable development, and set up an integral development model; and proceed from the China's real conditions, and carry out environment diplomacy actively.
