In consequence of the openness and unstable equilibrium of the water environmental system, great deals of non-linear behaviors exist in the water environment. Many scientists are quite familiar with the non-linear characteristics in the economic and ecological systems, but they often neglect the effects of those behaviors during practical experiences, which results in the enormous waste of the resources and funds. On the other hand, some mathematical models should be simplified (such as linearization and etc) for the complexity of the objective environmental system. In many conditions, such rough handling could hardly explain some phenomena though the process is convenient and rational in some cases. Thus, deeper exploration and research (such as setting up non-inear models) must be carried out to reflect the real world. Based on the above two points, the paper put stress on the discussion of the non-linear characteristics of cost function, meandering river channel, water quality and forecast models, established and developed the theory and method of how to consider the characteristics into the water environment programming. The advantages of the new method, which are valuable for the management departments, are evident comparing with the traditional ones. As a new method to solve uncertainty problems, the theory of non-linearity will be widely used in the water environment field owing to the large numbers of non-linear behaviors.
