On Environmental Governance Of Danshui River In Huizhou City From Perspective Of Public Government

Since China’s reform and opening up, China has made remarkable achievements ineconomy, and the residents’ living standards have improved significantly. But the followingecological environment pollution has increasingly become a pivotal problem. Especially thewater pollution, it directly affects people’s production and living. There are numerous reportsabout “Water Quality-Induced Water Shortage”. At present, the government must provideeffective public service which can comprehensively improve the pollution of waterenvironment, to ensure the security of residents by the water. However, there is a bigchallenge on fronting the local government environmental governance in our country. In thispaper, from the perspective of public governance, the research of the Danshui Riverregulation is to discuss how to manage the water environment effectively.The pollution of Danshui River in Huizhou is a typical case of environment pollution ofwater in China. Because of the industrialization and urbanization, Water has been polluted andbecame less than “Water quality worse than grade V”. Danshui River has been governed for along time by the Huizhou government, but the effect is not very noticeable. After 2008, thegovernment of Huizhou adopted a new way and successfully reversed the deterioration ofwater bodies. Based on public governance, this article starts from the government, market andpublic participation in three dimensions. The first part discusses the reason of the DanshuiRiver pollution. Then the second part states the process of the governance introduced in 2008 and the reasons for its success. From the government, market and public participation, thethird part analyzes the governance’s defects in the process. Finally, the report puts forwardsome suggestions on how to further improve the effect of DanshuiRiver governance. Combining with the analysis of the water environment governanceoutstanding experience both at home and abroad, this paper argues that the key factor in thesuccessful management must rely on renovation plan, strong government executiveability, strong financial support and public participation.
